§ 151.02. STATUTORY AUTHORIZATION.

In the Flood Control Insurance Act, Tex. Wat. Code, § 16.315, the Texas Legislature has authorized local governments to take all necessary and reasonable actions that are not less stringent than the requirements and the criteria of the National Flood Insurance Program to adopt regulations designed to minimize flood losses.
